The cafeteria on the ground floor of the Assembly Building where it is opened from 8:15 a.m. to 4:30 p.m. lunch is provided from 11:30 a.m. to 2:00 p.m. There are welcome to everyone who is members of delegations, journalists, officials, etc.

The cafeteria is on the ground floor of the Assembly Building. It opens from 8:15 a.m. to 4:30 p.m. but lunch is only offer from 11:30 a.m. to 2:00 p.m. It is welcome to everyone who is member of delegation, journalist or official, etc.

Commend: The first sentence is too long... you have to separate it to two sentences. and don't use past tense because it's now still exist.. use it is welcome because it is ONE thing... only use they are when there are more than one..
