No penalty at all and u can get it as well. It just keep and assume most of the ppl may not pick it up on time too.

Don't worry, just give them a call and double-check if the ID is still in the same immigration just in case if they have some removal arrangement or probably put it to another immigration temporary. As I was working overseas for long-term, this is the reason I picked up late too. I was picked up my ID in Jan, 2007 and the lady asked me to get it by end of March because the branch(Kwan Tong) will be closed down.

Of course, u need to have a valid reason why u pick-up late if they questioned you, e.g. u were in oversea during that period (like me), in jail, under hospitalisation and so on. u'd better provide some doc/certificate to prove. But they didn't ask me last time when i picked it up.

Actually, u can authorise ur family to pick it up as well. Just simply write a letter with ur name, ID#, signature, the person who u authorise and his/her ID#.

Yes, unless you have a very good reason to explain why you were not able to make it during that period, such as:
-not in H.K.
-sick, stayed in the hospital
-in jail, etc.
*You need document to prove it.
