1: 實用面積除以建築面積=實用率
實用面積 = the clear area between walls & partition & doors & windows within your flat / house, excluding all the public area
建築面積 = the total area of your flat, inlcuding walls, partition, doors, & windows, balcony, 窗台. together with the public area on portion
2: 發水 is another thing
normally, there is a maximum gross floor area specified in the land lease or in accordance with the Building Regulations (Planning), based on the site category (A, B, or C), site coverage, and building height. This gross floor area is the maximum floor area (sum up of each floor area) that the developer can be designed and built.
However, there are some area excluded from the calculation of GFA based on the Ordinance (e.g. balcony, 窗台, refuge floor, etc.).
建築面積 (Saleable area), however, includes all the area. As a result, GFA is always less than saleable area. This is called as 發水
3:GFA is availabe on the building plan of each development, which is availabe at Building Department

The best way is to measure in the flat by yourself to calculate the so called 實用面積 and then compare to the saleable area
