i would like to study french in France, but as i know, the crime problem is quite serious in paris. And I think that if i cant speak french in france thats really diffcult to live over there even get a job. And, so, is it going to other cities like as Bordeaux, Lyon, Nantes is better, because they are cheaper.

Now, i am living in Australia actually, living in Paris is expensive as living in Sydney? How much do the expense every month?

Every months, there are numbers of "students" study French and French culture and civilisation in Paris and other French cities. It's very common. But you have a misunderstanding. Criminal cases in Paris is not as serious as you think. Of course there is some robberies happened, but it is the same in Sydney, right? I believe the order in Paris is much more better than in Shenzhen. I lived in Paris for a year before, I have never met a thief, or someone stole my belongings... Nothing happened on me...
Paris is the most English speaking cities in France. French who lived in other cities, e.g. Bordeaux, Lyon, Marsailles speak English rarely and their accents is very difficult to understand.
If you have no knowledge about French language, I suggest you attend a basic French class in "Alliance Française" in Australia first. You will know what French langauge is first, or even you find that you don't like it after having few classes....
To learn French language, it would be better to find a place where people cannot speak English. Bordeaux, Nantes, Besançon, Rayon etc. are all good places to learn French language. The school of teaching language to foreigners are usually well-equipped in France.
Living cost in Sydney is already higher than in Hong Kong. The cost of living in Paris is slightly higher than Sydney, which will be around 150 - 160% of cost of living in Sydney. For example, a coffee in Gloria Jeans is around A$3.00 = HK$20.00. In Paris, a cup of coffee will be around 3.50 - 4.00 euro = HK$35 - 40.00. Of course it is only an example. Something in Paris is cheaper than Hong Kong or Australia, for example, cheese and red wine.
Living for a month... the cost will varies upon your selection of accomocdation. If you stay in a host family, it will be higher. You can refer to the website of the school, it will give you a brief idea about the cost of living there.
