I can say different chinese have different translation of this term:
In HK, ppl called "Mandarin" or "Putonghua"
In Taiwan, ppl called "Putonghua"
In Singapore, ppl called "Chinese"
In China, ppl called "Chinese"
Putonghua & Mandarin is so-called language. Foreigners (the english native speakers) generally called "Chinese" as Chinese is the official lanuage for chinese. However, we have many dialects such as Hokkien(福建話), Cantonese, Teochew (潮州話)....etc so they can't classify well.
Well, it depends on who u talk with.
