Since L is parallel to L1, let the equatio of L be 4x+3y+k = 0.

y-intercept of L2 is -5/3

Hence 4(0)+3(-5/3)+k = 0
-5+k = 0
k = 5

The equation of L is 4x+3y+5 = 0
