It really depends on which level will you be.
Generally speaking, photographers earn more than designers. (Not in house)
Professional freelance photographers could earn 30k - 100k (some are even higher, like Wing Shya)
And people in Hong Kong don't respect designer very much, unless you have an oversea degree. Considering there are tons of design graduates very years and the quality is varied, it is really hard to promote to the mid level for a fresh grad.
Provided hard working and a little bit gifted, promotion in photo industry is easier.
In addition, language requirment for designers is higher than photographers on professional level.
Also, go oversea if you could afford. You will see a huge difference in five years. No art school in HK (even Poly/ CityU) could compare.
For local,
Try to get into Poly U degree program, if you are choosing design.
Go to CityU, IVE or OpenU for photography. (But highly recommend to go oversea, if you are choosing photography)
