Can anybody give me some advices? My English is very poor, but other abilities and knowledges are not. What have to do in order to make my English not so poor? What strategic means have to take in order to improve the situation? E.g. more rely on the government (not finanically)......Anybody have any idea?

First is harry potter, second is drama/film, i.e. the culture side of English can help to make it not so POOR, as English culture is unique and many people like them. As a result, better English can be achieved in that direction. May I ask if you have any more additional viewpoints? Anyway, thanks!

You still cannot get the point, why this question need to be asked in this way (in English language)? You have to forget any `My` in the question, and think again. What is the another meaning of `English is very POOR.`? Maybe `Other than English is not so POOR`?
AMBIGUOUS! This means that in order to understand this question you have to think about the hidden words beneath the question, and the hidden meaning of `Why this question is in English language, not other language?`
For the time being in the imaginary world described by this question, finanically English is very POOR, but maybe some other countries are not, e.g. another country XXX is relatively rich, English culture is unique and many people like them.
What have to be done in order to make English not so POOR? By trading, export of cultural products, eg books & films, will certainly make English better. Government can have a great role in promoting cultural exchange. ^^
