i work with local celebrities. from my experience heres the breakdown:
the manager/agents keep the numbers of the producers, ad companies, organizers, directors etc...so he/she is in charge of dealing with them.
the production assistant/assistant keeps the numbers of the stylist. hair and makeup person, favorite takeout resto, spa etc...so the assistant is responsible for dealing with them.
the celebrity keeps numbers of his/her own personal contacts who are family, friends, celebrity friends. usually family won't give out the numbers.
friends are celebrity and non celebrity. of course the celebrity friends will not give away the numbers and since you are a celebrity, as time passes you have less non-celebrity friends so if your number slips out you have about a handful to blame.
usually the celeb gives a business number where his/her manager/assistant will answer and take messages and bookings. the celeb will give out her number to whomever she pleases but she also doesn't answer to unregistered numbers. some celebs also keep two mobile phone lines, one for personal (close friends, family) and one for business. so it is easier to detect who is calling and the nature of the call.
lets say a call comes in on the personal line and it is unregistered, she will not pick up. if it is extremely urgent then the person always has an option to sms/text/email and that way he/she can identify him/herself or call the business line. if the unregistered caller does not text or call back then you have a fan call. all you do is ignore it or have someone else answer the phone. fan calls usually don't answer when you pick up or are hesitant to identify themselves. so there is a way around it.
