I think the first one is better cause in this sentence you are talking about their ability especially focusing on their language teaching part, so the first is more suitable.

and other thing is, I think you didn't explain how does their ability affect to the introduction of foreign language. Does it help those students learn more advance or does it providing a better environment for learning foreign language. etc.
