I think 句２好似好ｄ．．．其實Need 多作表示 want, require
在這裡想表示 necessity可以用 ought to
Do you think the quality of air in Hong Kong ought to be improved?
如果想加強語氣可以用should
Do you think the quality of air in Hong Kong should be improved?
（這樣的問法應該更常用）

need 用於 positive sentences 才要 ＋Ｓ用於negative or 問句，一般不會＋ｓExampleShe need not be angryNeed she come again???
