Actually depends on your air ticket. They have special discounted economy class, regular economy class, economy plus ( World traveler Plus) , Business class ( Club world ) and first class.

Before you the buy the tickets please make sure is your ticket in ( Y ) class, Y is regular economy class and it allows you to earn full millage ( 5984 miles to London Heathrow)

Tier points i think is same as the sector. The more tier points you get , the higher level you can go. Just like Cathay Pacific Marco Polo Club if you buy a regular Y class ticket you can get 1 sector , no matter where do you go, short distance or long distance, you still can get those stuff.
