The bag is holding the white powder talc - magnesium silicate hydroxide. It serves couple purposes - Abosorbing sweat in the palm and let the pitcher has better grip on the ball. It is especially important when the pitcher has to throw a curve ball, slider or four seam fastball because the ball will have more movement with better grip.
