I hired a new Chauffeur who had PPC but handed to his former company. I had tried online at www.abc.com in order to re-apply his current PPC but the system only show his old data. Please inform me how to apply a PPC for him?

Recently, I have employed a driver who processed a PPC from his previous employer. The PPC was returned when he left the company. I tried to re-apply a new PCC to him via Website www.abc.com, however, the system showed that the PPC was still under his previous employer. I have employed a new driver.
He have got the PPC while he was working in his last working place ,but the PPC has returned back to the company.
Now I login the website that is www.abc.com for the application of PPC to the driver.
However,the system information is still belonged to his last company.
So,how can I apply a new PPC for the driver.
