所使煩惱的需要我們
what worries we need to have? means:
我們需要有的所使煩惱的嗎？
what worries does we need? means:
我們需要的所使煩惱的嗎？

"need" is auxiliary verb while "have" is a verb here.
The other two that you have made are wrong in grammar. The first one is made not a question but a clause. For the second one, there is an agreement problem between "does" and "we", and "to have" should be added at the end of the question. You should write it is "What worries do we need to have?"
