MADE BY IPE ( 點解 ) ?

Many possibilities.
1. A product made by the Institute of Public Enterprise.
2. A brandname called "IPE" (not very famous though).
3. Someone just want to cover up the fact that the product is "Made in China", so use "Made by IPE" to confuse the market.
