這兩句的分別,在於第二句用了are+to-infinitive(即be+to-infinitive),be + to-infinitive實有好幾種的用法,有表示1)義務,2)表示將來會發生,並已有安排,3)表示注定,並且若用were to...則有表示4)假設,例子如下(例子號碼是對應於用法號碼):
1)I am to inform you that...(我有義務通知你...)
2)The are to be married(他們打算結婚)
3)He was never to see his wife again(他從那以後就再也見不到他的妻子了)
4)If it were to rain, we would have to cancel the match tomorrow.(假如下雨,我們只好取消明天的比賽)
所以,你的第一句的意思是:要怪責的不是科技,而是使用者本身。
而第二句的意思是:將要怪責的(並已作出安排)不是科技,而是使用者本身。

係呢句句子裏面 blamed 係 形容詞。

It is not the technology, but the users themselves, are to be blamed.
而呢呢句句子 to be blamed 係 passive voice。

下面個句才是對的。

第一句句子的 blamed因為係形容詞,而形容詞的blamed係解該死的,混蛋的 的意思。而第二句句子的 blamed 係被動態裏的動詞,所以係呢度解責備。
