請問呢兩句英文句子有冇分別？

這兩句的分別，在於第二句用了are+to-infinitive（即be+to-infinitive），be + to-infinitive實有好幾種的用法，有表示１）義務，２）表示將來會發生，並已有安排，３）表示注定，並且若用were to...則有表示４）假設，例子如下（例子號碼是對應於用法號碼）：
１）I am to inform you that...（我有義務通知你．．．）
２）The are to be married（他們打算結婚）
３）He was never to see his wife again（他從那以後就再也見不到他的妻子了）
４）If it were to rain, we would have to cancel the match tomorrow.（假如下雨，我們只好取消明天的比賽）
所以，你的第一句的意思是：要怪責的不是科技，而是使用者本身。
而第二句的意思是：將要怪責的（並已作出安排）不是科技，而是使用者本身。

第一句句子的 blamed因為係形容詞，而形容詞的blamed係解該死的，混蛋的 的意思。而第二句句子的 blamed 係被動態裏的動詞，所以係呢度解責備。
