cost of land or natural resources. cost of labor, and cost of capital goods.
Examples are the big American and European Companies had set up new production plants in Mainland China, India, Mexico, Indonesia etc. because the costs of land, labor and capital goods in thest countries are comparatively cheap.

Other consideration include:
Tax system, Stable Government, Weather and so on............
