Since O and I are excluded, there are 24 choices for the letters. The number of letter combinations is 24^2 = 576. Since the number of digit combinations without 8 is 9^4 = 6561, and that of all possible digit combinations is 10^4 = 10000, we know that the number of digit combinations with at least one 8 included is 10000 - 6561 = 3439. We multiply the 2 results obtained and get the number of different plates possible, i.e. 576 * 3439 = 1,980,864.
