if that is a telegraphic transfer (電匯)
that will have 2 charges - local charge & oversea charge
as for your example, if there is a telegraphic transfer from other country to Hong Kong
then the "other country" will carry the 'local charge'
and then "hong kong" will carry the 'oversea charge'
most of the banks in HK will charge their customer a service fee when they receive the telegraphic transfer for their customer, but some banks might not (e.g. HSBC bank, they will apply service charge on the telegraphic transfer receive for their customer, but if their customer hold a Premier account, then that charge can be waived)
when you apply for a telegraphic transfer, the money sending out bank will give their customer a form to fill in the details and as well, they will as the customer where do they want to debit the 'local charge' & 'oversea charge'
the customer can choose to debit the 'local charge' from the money they transfer, or debit from their own account with the bank; and as well, to instruct at the same time on the 'oversea charge', to be debit from the sender or the receiver, or to be debit within the transferring fund
