我想話He Informed me that he has no objection to the decision. 後面是否一定要用past tense, he had?? 因為他剛告訴我, 是否都要用he had no objection??

Yes, you should use he had. To be precise, it is past perfect tense."Informed" is already a past tense verb, and " he had no objection to the decision" happened before "Informed", therefore we should use past perfect tense for "he had no objection to the decision"
