１． quite
這是一個含義容易混淆的詞，因為它有兩個意思。
Ａ．quite與一些能表示”完整、完全”的意思的詞或詞組（all right, certain, determined, empty, finished, full, ready, right, sure, wrong等）連用時，或與一些具有強烈感情色彩的形容詞、副詞如amazing, extraordinary, horrible, perfect連用時，它的意思是”完全地，全然地”：
The bottle was quite empty. 瓶子空了。
You are quite wrong.你完全錯了
It's quite extraordinary; I can't understand it at all．這件事太不尋常，我根本無法理解。
Ｂ．在與其他形容詞或副詞連用時，quite略有減弱作用，因此quite good讚譽的程度比good輕。quite這樣用時，其含義與fairly大致相同，但它的強度根據它被重讀的方式可以有很大的不同：quite 'good(quite弱聲，good強讀）只比good稍稍弱一點。'quite 'good（重讀強弱程度相同）意思是”還算好”。'quite good(quite強讀，good弱讀）遠不如good。
quite的讀音越是減弱，緊跟在它後面的形容詞／副詞的意思就越力強。quite的讀音越是強，跟在後面的形容詞／副詞的意思就越弱。
所以在你的示句中，quite a bad accident的意思是：”頗”的意思，全句意思是：他遇上了頗嚴重的意外。
可不可以寫成He had a quite bad accident：
是不可以的，當我們用quite時，冠詞要放在quite之後，形容詞之前，如quite a long wall和quite a old castle（這是慣用，並不能解釋）
２．rather
本意”頗、相當”的意思，如：a rather heavy box（一個相當重的盒子）
但rather用在某些褒義的形容詞或副詞如：amusing, clever, good, pretty, well之前，其含義會改變；這時它幾乎相等於very之義。如：she is rather clever（她很聰明）。又如：It is rather a good play(這齣戲很好)，rather這樣用，有時含有”驚訝”之意。
所以，你的示句，I've just met rather a nice man.的rather，是非常的意思，全句意思是：我剛剛遇上一個非常好的人
至於可不寫成a rather nice man，這是可以；rather的位置是，在與形容詞用時，可放於不定冠詞(a, an)之前或後，但要放在定冠詞(the)之後，如：
a rather surprising result / rather a surprising result
the rather tall boy in the corner.
