* Whom is very formal and is only used in written English. You can use who/that, or omit the pronoun completely :
The doctor whom/who/that/ø I was hoping to see wasn't on duty.

又例如, For Whom it may concern, 可唔可以用who呢?

As mentioned in your question, whom is a more formal word,
so it is better for you to say For Whom it may concern.

And for The doctor whom/who/that/ø I was hoping to see wasn't on duty
I think using who/that is already very fine in daily conversation.

And it is better for you to keep the conjunction who/that instead of omitting it.
