There are differences between them:

Where did you come from?
Means: what was the last city are you from before here (Hong Kong)?
中文: 你來香港之前在那個城市 or 你從那裏飛來香港的? or 你由邊到黎?

Where do you come from?
Means: where are you originally from?
中文: 你是那裏人? or 你家鄉是那裏?

These two questions have totally different meanings and are used under different situations.

You use "Where do you come from?" when you wants to know someone's nationality. E.g. I am from Hong Kong. You can always say" Where are you from?"

When you ask "where did you come from?", you are actually asking where the person was before engaging in conversation with you.

Where do you come from will be more polite.

also, did will be used as past, so Now you are asking people , so i will use Where do you come from.

But, as well, I like to use Where are you come from to instead.
