You can go there by the following ways:
1. Take a ferry to Mui Wo (梅窩) from the Outlying Districts Ferry Pier in Central. Then take Bus number 4 which will bring you to Tong Fuk (塘福).
Ma Po Ping Prision is a short walk from the bus terminal.
2. From Central , take the MTR to Tung Chung ( 東涌). Then take Bus number 11 and get off at Tong Fuk (塘福).
