Central saint martins is good but it's pretty hard to get in and London is not a chaep place to stay. The fee depends on whether you go for the undergraduate or postgraduate course becasue postgraduate are generally more expensive, it's £10,195 for postgrad in the first year and £4,300 for the next. Undergrad is 10,095 per year.
There are other Uni/ College in London good for fashion too, such as Goldsmiths and Royal College of Art (RAC) but it only has postgrad course.
If you don't want to go to ones in london, there are also the Manchester Metropolitan University and the Edinburgh College of Art (ECA). Manchester has a large population of asian/ chinese student so wouldn't be hard to fit in. Edinburgh is nice but is a bit far from anywhere else.
To be honest, I think it is best to do an MA fashion in London is always on the move and where most things are held.
