USA is better.

You can use your result to apply for a not so College (it is also recognize as U in the States)

Go there and study for one term of English and at the same time you can also take some other class

If your work hard in your first or second yr you can use your GPA points to apply for other good University.

In this way you can save time and money, if you are hard working you can also study during your summer and winter break in this case you can 早点畢業.

You can try looking for school from 美國領事館or other education agent.

The agent will teach you what to do.
