Under HK Laws. Chap 132 公眾衞生及市政條例 Sec. 12 可循簡易程序處理的妨擾
(1) 除下文另有規定外，下列事項屬可根據第127條循簡易程序處理的妨擾─
(g) 從任何處所內的通風系統發出高於或低於室外氣溫的空氣，或排放廢水或其他類別的水，其方式足以構成妨擾。

If a complaint is made to FEHD, they should issue a notice (妨擾事故通知) and if they do not follow the instructions, FEHD can apply to the court for an injunction or to shut down the premise.

Make a complaint to the police to forward to FEHD and that might solve the issue.
