How to apply for the govt funding on continuing education

I heard it is necessary to open an account first and then apply for course, can it be the other way?

I have glanced through some leaflets which maybe the same in its website, but it seems so complex, can someone explain to me in brief points, in chinese or english?

Halo~
if you want to apply for CEF, you have to enrol a course first. Then you'll need to fill in a form by CEF, then psot the form (I think this job is done by the school), then after several days, you'll receive a letter issued by the CEF office.

But if you want to apply CEF, you have to be quick la. Because the fund will be running out very soon.
