I need to tell him I love him. But more than that... (we aren't in the same place to have an actual relationship work.)...I just want to let him know that I care, and that I will always be there for him....and that I want to be there for him.

i dont think you should just yet, let him come to you because it might freak him out because he might not know how to react just yet

If you can't see him, then the next best thing is to call him, and just say to him that you care about very much, enough that he's your whole world. I'm sure you'll get the same response in return
