Assuming you were not at the age of 16 or above in 1983, then (taken out from the BN(O) application ID 638A):
Only persons with HKPID prior to the deadline can apply for the BN(O) status. In your case, because your father is a HKPID so all he needed to do was submitting your birth certificate in China, the marriage certificate of your parents and his HKPID and then you can apply to become an BN(O).
To be eligible for British Citizenship, your parents would have to have apply through British Nationality Selection Scheme or settled in UK
BN(O) or HK BDTC did not require examination. It is a status held automatically when you acquire HKPID and once you applied for it.
To be a HK BDTC prior to the handover, you would have to have lived legally in HK for 7 years and register to be such (just like now)

BN(O) are British Nationals despite not having Right of Abode in the UK. BC,BOC,BOTC, BPP, BS and BN(O) are all British nationals and also Commonwealth citizens regardless of where they come from.
