i learnt 英文拼音 when i was in primary school, and the book we used was really good. if i can recall, it's called 'word perfect'. i don't know if this still exists though....

most of the time you can figure out how to read a word by simply spliting it up, but there certainly are special cases.....

i suggest you go to those academic book stores, they should be able to give you some advice. alternatively you can listen to the english radio, or watch english tv with english subtitle on.
