Having reviewed of the four areas where things have changed and the five where things have remained unchanged, we believe how mainland-Hong Kong relations will develop chiefly depends on how Beijing looks at the real situation in the SAR
是reviewed之後一定跟of 嗎? 若否, 這個of有何作用?
而句中的how mainland-Hong Kong relations will develop chiefly 是不是noun phase ,所以depend 是verb?

2:17" but you must not eat from the tree of the knowledge of good and evil, for when you eat of it you will surely die." 中文聖經和合本就這樣譯”只是分別善惡樹上的果子,你不可吃,因為你吃的日子必定死!”
eat of it就是指吃屬於樹上的,那就是指著樹的果子來說。
而句中的how mainland-Hong Kong relations will develop chiefly 是不是noun phase ,所以depend 是verb?
你說的有點錯,因為只有”how mainland-Hong kong relation will develop”是名詞子句,而chielfly是adverb用來修飾depend;”how mainland-Hong kong relation will develop”是名詞子句作主詞用;在此順便一題,”how Beijing looks at the real situation in the SAR"也是名詞子句作受詞用。
希望幫到你!

(i noticed that some of the closing quotation marks i used got replaced by & # 3 9 when i was previewing my answer. i don't know how it happened but i hope this wouldn't cause too much confusion)

'review' is not always followed by 'of'.
you use 'review of' when you are talking about a 'review' of a project or a plan etc,
eg: a review of water-saving methods.
when you use 'review of', 'review' is a noun.

'having reviewed', in other words means 'one has reviewed', 'review' in this case is a verb, and you don't use 'of' after a verb.

i hope i did not misunderstand you sentence. my understanding is that:
'how mainland-Hong Kong relations will develop' - noun
'chiefly' - adverb
'depend' - verb
you used 'chiefly depends on' as you wanted to place some weight on 'depend'.

if you don't mind, i would suggest you rephrase this part to:
'we believe the development of mainland-Hong Kong relations will chiefly (or mainly) depend on......'

this is to avoid repetitive usage of 'how.......'

hope this helps
