Simply speaker, a cloud chamber contains a supersaturated vapour (water vapour or other vapour).
When a particle enters the chamber, it provides a nucleus of condensation for the vapour to condense into lquid droplets. Thus a track of tiny water droplets is seen on the path of the particle.
