點解中三學生冇得派卷 ? 是否與教育制度有關 ?

I think it depends your school...
For my school,we can receive the exam paper and i'm a F.3 student too...
According to one of my school teacher,becos we are F.3...so the school need to handin our exam results to the Govt.
Second,I think it's because of the schools need to pick out some students that are rarely bad to get out........so those students need to be sent to the other school.Thus,the Govt. need to check those guys ge results.
