因為seeking to contribute to the discussion of....是分詞片語，用來修飾article如：He is a musician just returned from Paris=He is a musician who has just returned from Paris.
所以，have been filled with articles Seeking to...可以看成have been filled with articles that(which) were seeking to...所以，就不用加were
若你想加were的話，也記得要加that或which形成一句分詞子句
