C. False,Swinging watch case does not effect oscillation of balance wheel at all. Coz it's about a concept of relative motion. We should treat the pocket watch as a whole unit. Every part inside the pocket watch exert the same force with same direction at every time interval. Therefore, the whole movement of the pocket watch won't affect the oscillation of balance wheel located inside the watch.
