Is he planning to live on his own or share the accomodation with others? If he is planning to study in the university in London or Birmingham, the university should provide accomodation for 1st year student, especially from oversea.
For university students,
http://www.gumtree.com is a good place to look for accomodation. For younger students, some bed & breakfast can offers long term stay in London. In Birmingham, you will be better off checking with estate agents.
For students, mediciation are free and provided by NHS -
http://www.nhs.uk/. He should register with local medical centre as soon as he arrives in UK. He will need a bank statement with UK address to proof his residency in UK. So it may be better to open a bank account with HSBC UK (can apply via HSBC HK).
