for Q1 and Q2, i heard from my friends that is quite good.for Q3 you can search it in http://www.visitmelbourne.com/displayObject.cfm
this website provide many tour on different place.
for Q4, metcard have different type, metcard can use all kind of public transportation EG tram, train and bus(except V Line)

yearly pass
10 times pass (city only)

on the other hand, you have to choose it in
zone 1
zone 2

in city, there is a tram which is free "city circle' color in deep red, which only travel around the melbourne city, it takes about 40-45mins.

I have tried both 鬼佬團 and tour from china town. Strangely china town's one was cheaper and better service.
