v.3 it shows God has this sovereignty. God's speak is full of power.
v.4 refer to "This is the message we have heard from him and declare to you: God is light; in him there is no darkness at all." 1 John 1:5

Light is one popular word use in Bible.
You may find that God has no changed in Old Testament and New Testament.
