Problems using Vista Ultimate to play Tales Runner

I am now using windows vista. I have downloaded the Tales Runner and installed it. When I opened the talesrunner.exe, it appears a sentense, "Program start info not found".

Besides, I opened the talesrunner.url and input the informations.It started to download the program again and appeared the message again.
