Without enough light source, flash is required to provide enough light for shooting. If you are taking pictures in the night time or indoor, flash is almost a must. But there is some way to take pictures without flash. Set for higher ISO, at least from 400 onwards (but the interference will be higher, making the picture quality worse); set for slower shutter speed (but you must have a tripod to make sure the camera will not shake); use wide angle instead of zooming; set for a bigger diaphram. But if it is a very basic camera, you may not be able to do the above. I would say flash is still important for camera shooting.
