I don't think you can send money to taiwan via atm
but you might be able to get cash from the atm in taiwan via your hk account if you use the same network to porcess
and for the cheque, the one you use within HK is just only for local use, and you should properly issue a demand draft from the bank, that's for overseas use. even thou you might be able to cash out money in taiwan via HK local cheque, but they will actually process as a demand draft and that might take up to 3 weeks for the clearing process if that's not by the same bank as the deposit bank. and as for the demand draft issuance, there is charge, but different bank has different charge, so you have to check with your banker
most ppl will use Telegraphic Transfer to send (wire) money to overseas, coz that's the most efficient and safe way to use. Coz even you send the cheque over, there might be a chance of lost and mail and stuff, the report lost cheque will cost you too. so most ppl use TT. Different bank has different charging scheme.... some will charge per amount but most will go by a standard cost, you have to cheque with your banker. And if you use TT, the money should be arrive within 1-2 days
