depends on how old are you...
if you are working, then obviously you wouldn't have much time to improve your english as muc as a student
what i would suggest is, that read english books depends on how difficult you want it to be... try to read thinner one at the start and then gratually you will have more confidience in reading english and may be reading it fast....
when you are reading a book which is suitable for your level (better to find a book with less words which you don't understand than finding a book with lots of difficult words), try not to use a dictionary... i find this helpful when i was trying to improve my english before.... guess the meaning of the word because you will undertand the passage or the story that you are reading... and therefore you could have guessed what it is going on next or the meaning of the word...
DON'T read newspaper at the first time becasue they write in a different kind of 'language' in newspaper, the usage of word is quite different from the story books.
if you are a teenager, read a novel, or a thriller type of book... BUT don't start with Harry Potter because it has a lot of difficult words in it.. unless you are confidient enough, try to read it at that time and also it contains quite a lot of words which we used in conversation with friends and they are called 'slang' , they are just words people say in normal conversations...
also, may be listen to radio --> you could listen to BBC Radio online.. it wouldn't be difficult to listen...
if you don't understand what they are talking about.. it's ok... try the other method ---> watch your favourite english movie with subtitles (in case you don't know what is subtitles.. they are chinese translation [words basicly).. i think this is the best way to listen and learn what they are talking about... it would be much better if you watch it with english subtitles then you could follow the words as well...
anyway... that was a long advise!!
hope you can undertand it and may be read it to the end... (if you understand most of it or all of it... your english is not as bad as you think it is~)

actually if you want to go out and learn...British Council do quite good courses or a more expensive choice is to go to Wall Street Insitution. that's where my dad's go..it's American accent... they open 7days a week...
