若有人在信中寫looking forwards to seeing you again before long, 咁係表示希望見面? 定只係公式的結尾語? 需唔需要回信?

Depending on the content of the letter. If there is a necessity to reply.Otherwise, you can take that sentence as being just a polite, formality to end the letter.
