其實你兩句都是不定詞to-infinitive
而to be跟其他不定詞的用法是一樣的，它的意思其實和be一樣，有：是、成為、存在的意思，也像be的用法一樣（可以用它使句子成為被動式）

He seems to be sick（他像是病了）
I want to be a doctor（我想成為一個醫生）
而There is nothing to be seen(沒有東西可看)這裏的be作用就是使句子成為被動
the meeting is to be held next Wednesday.這裏的be作用也是將句子變成被動，但這裏用了一種特別的手法is to，這反而是我們要留意的

Be + to-infinitive，其意思有很多，可歸納以下
１）表示未來、預定或命運的意思
如：He is to come at five(他五點鐘就會來)
　　She is to start for America next week（她預定下個星期動身前往美國）
　　The book is soon to become available in cheap edition（那本書不久將可以廉價版獲得）
　　The worst is still to come.（最壞的事情還在後面）

２）表示溫和的命令，否定時表示禁止的意思
如：You are to start at once(你該立刻動身)
　　You are not to say such things（你不該說這樣的事）
注意：[be+to-infinitve]用於第一人稱疑問句時，是用以問對方的意思，如：
What am I to do?(=What do you want me to do?)（我該做什甚？）

還有to be也有準的意思
如groom-to-be就是準新郎
而to-infinitive的用法是
to不定詞，英文叫to-infinitive，所謂to-infinitive是to+原形動詞(如:am,are和is等等的原形動詞是be，go也是原形動詞)，to-infinitive有很多的功用，１）它可以用作名詞，２）形容詞，３）副詞，而根據它們的功用，分別稱為名詞不定詞、形容詞不定詞、副詞不定詞。如

１）To known oneself is difficult（名詞不定詞）
２）There is nothing to be seen.（形容詞不定詞）
３）I went to see him(副詞不定詞to see是修飾went)
