要視乎你間公司大定細，如細公司(不太多人的)，多會是你老闆簽(即出糧比你果個)。如是大公司，有分屬部門的，多數會是你部門的經理或公司人事部經理簽的。

Mostly will be the head of HR dept. or your immediate head.
the certificate may not important, it only prove you hv worked in that company, if possible, try to ask your immediate head to provide you reference letter, with comments on your work performance, that will help a lot for your future job applications...
