Where can I complain about noise?

I'm living in Causeway Bay across from the building where 第一火鍋 is located. There is a lady working for 第一火鍋 who is standing at the entrance to that building trying to pull customers in. It's pretty annoying to hear her loud voice non-stop every night from 7 to about 11. I'm already keeping my windows closed, but can still hear her voice. What can I do to stop this hot-pot place from keeping someone yelling non-stop every night? Where can I complain?
