"Hand of God" - it's the reply given to the press when Maradona was asked about his handball after his 86WC game against England.
So I doubt whether you can use the same term "Hand of God" again since Messi did not reply as "Hand of God" - you'd rather say "Hand of Messi" =)
Follow up action could hardly come to materialise as the referees couldn't see the foul on the pitch. Both ref's sight might have been blocked by Messi and therefore it would be too harsh to request the referee to tell what had happened at that particular moment. Be reminded that we saw it on the TV because of replay plus a better angle towards the ball.
As per FIFA's rule:
Decisions of The Referee -
1.The decisions of the referee regarding facts connected with play are final.
2.The referee may only change a decision on realising that it is incorrect or, at his discretion, on the advice of an assistant referee, provided that he has not restarted play or terminated the match.
Therefore the ESP FA would have no further disciplinary action on Messi or Barca.
