Whale watching in Australia

I'm going to Perth, Melborune and Tasmania in late July to Aug. Where would be the best place for whale watching? Can watch from shore?

I think Melbourne. Because every year winter the whales will migrate from South Pole to warmmer water. I am sure some of them will pass through the east coast (Melbourne), but I am not sure about west coast (Perth).Tasmania? may be.Can watch from shore? Only if you are extremly lucky.
